All relevant organizations and individuals:
To integrate high-end talent resources in the ultra-high-definition (UHD) industry, establish an industry think tank platform, and coordinate professional forces from industry, academia, research, and application, the Shenzhen 8K Ultra-High-Definition Video Industry Collaboration Alliance (hereinafter referred to as the “Alliance” or “SUCA”) plans to establish an expert database. By building a professional, systematic, and regularized industrial service system, the database will provide scientific decision-making support for the large-scale, high-end, and integrated development of the UHD video industry, and help facilitate the implementation of industrial policies, breakthroughs in technological innovation, and collaborative upgrading of the industry chain. We are now openly recruiting experts for the Alliance expert database. The relevant matters are hereby announced as follows:
I. Core Functions
Policy planning support. Participate in the formulation of industrial development plans, policy research, policy revision, and project feasibility assessments; provide professional advisory opinions to government agencies and the Alliance on industrial layout, development directions, and priority areas.
Technological innovation empowerment. Provide professional guidance, technical review, and solution optimization recommendations for key technological breakthroughs in UHD video, product iteration and upgrading, technical standard setting and international promotion, and commercialization of technological achievements.
Industrial resource coordination. Assist in connecting upstream and downstream resources along the industry chain, facilitate industry-university-research collaboration, and evaluate the implementation of major projects; promote the supplementation, extension, and strengthening of the industrial chain, and foster a sound industrial ecosystem.
Industry evaluation services. Participate in industry standard development, project reviews, achievement selection, qualification assessments, and award evaluations organized by the Alliance and its affiliated entities; ensure the professionalism, impartiality, and authority of industry evaluation work.
Industry outreach and exchange. Engage in industry seminars, technical training, academic exchanges, science popularization lectures, and standard promotion activities; disseminate knowledge about the UHD video industry, promote cutting-edge technologies and application achievements, and foster a favorable environment for industrial development.
II. Expert Requirements
Applicants for the expert database must meet both the basic requirements and at least one of the corresponding professional qualification criteria:
(A) Basic Requirements
Applicants shall support national laws and regulations, abide by industry standards and the Alliance’s rules and regulations, maintain integrity, impartiality, and a strong sense of responsibility, and be willing to actively participate in the work of the Alliance expert database.
(B) Professional Qualifications (meet at least one)
Have been engaged for 5 years or more in the UHD video field (covering core components and key technologies, content production, transmission and distribution, terminal consumption, industry applications, etc.), audio-visual technology, display terminals, artificial intelligence, digital media, communication transmission, or related areas, with substantial industry practical experience.
Hold a deputy senior or above professional title in relevant disciplines at universities or research institutes, with a strong research background in UHD video-related fields, solid theoretical foundations, and notable research achievements.
Serve as a core technical lead or senior executive at leading industry enterprises or key tech-innovative companies, and have led major projects, technological breakthroughs, or product R&D initiatives.
Have participated in provincial or municipal UHD industry policy formulation, standard development, or major industrial planning projects, and enjoy high recognition within the industry.
Be a seasoned practitioner from industry associations or authoritative institutions, with long-term experience in industrial service sectors, a deep understanding of the industry chain ecosystem, and rich experience in industry analysis and assessment.
III. Rights and Obligations of Experts
(A) Rights of Experts
With authorization from the Alliance, represent the Alliance in external activities and express views;
With authorization from the Alliance, represent the Alliance in international cooperation and international standards meetings;
Be invited to participate in the evaluation and recommendation of outstanding reports, exemplary cases, and technical application results;
Participate in the formulation of the Alliance’s industrial development plans;
Participate in the Alliance’s technical meetings;
Be given priority for recommendation as an advisory expert for government agencies, enterprises, research institutions, and investment organizations.
(B) Obligations of Experts
Actively participate in Alliance-related activities, including but not limited to: industry technology exchange and promotion, standard development and discussion, and editing of annual industry reports; maintain confidentiality regarding the Alliance’s work-related sensitive information.
IV. Application Procedures
Submit Application
Interested organizations or individuals shall complete the Application Form for Experts of the Shenzhen 8K Ultra-High-Definition Video Industry Collaboration Alliance (see Attachment 2 for details), and affix the official seal of the organization or the applicant’s personal signature.

Selection and Enrollment
